Protocol
The Ministry of Foreign Affairs and Human Mobility will provide the information of Ecuadorians who are concentrated in foreign cities/countries, to the Ministry of Transport and Public Works in order to organize air logistics. The Ministry of Foreign Affairs, based on the information provided by the MTOP, will define with said entity the frequency and origin of the flights., promoting the priority return of the people described in the segments of the Protocol of 23 march 2020 and other complementary regulations.
Said action will be carried out according to the availability of accommodation for compliance with the APO of 14 days in accommodation identified by the Ministry of Tourism in consultation with the Ministry of Public Health.
The Ministry of Foreign Affairs and Human Mobility, within the scope of its powers, will coordinate the authorization of flights and the assignment of arrival airports to the country together with the Ministry of Transport and Public Works. The Ministry of Tourism and the Ministry of Government will identify the shelters for the APO and will coordinate the reception of those who must comply with it in each accommodation..
The Ministry of Public Health, will control the sanitary compliance of the APO, with attention to the relevant protocols and guidelines. Travelers arriving in the country may be subjected to a COVID-19 control test, for the cases and according to the procedures determined by the Public Health Authority, and to periodic evaluations during the APO in order to determine the course of the same. The National Risk Management Service
and Emergencies, will establish a Unified Command Post (PMU), made up of delegates from the responsible institutions in charge of coordinating compliance, public safety and termination of the APO.
This Protocol establishes, among other important decisions, the following:
- the return to Ecuador can be done by all people, Ecuadorians or foreigners residing in Ecuador; the r will be promotedpriority environment of the people who are part of the following groups:
- Children, girls and teenagers (until 18 years), and their companions with those who return from abroad;
- Pregnant women, and their companions with those who return from abroad; People with disabilities (meat from CONADIS), and their companions with those who return from abroad;
- People with catastrophic illnesses or who require specialized attention or care, and their companions with those who return from abroad ; and,
- People of the Third Age (but from 65 years old), and their companions with those who belong to these five priority care groups will be able to carry out the APO at their homes
- Ecuadorians or resident foreigners will bear the cost of transportation from the airport to your home - in the case of being part of one of the priority groups- or the accommodation where the APO is carried out at home -in all other cases-. Exceptionally, the SNGR may coordinate such transfers in cases of deported citizens or people who do not have sufficient economic means.;
the SNGR will grant the safe passage for those who must travel to their respective homes through the https website://www.gestionderiesgos.gob.ec/ - All other people will comply with the APO in accommodations defined by 7 days, after which they can, in a personal capacity, request to perform the PCR test en los laboratorios acreditados por la «Agencia de Aseguramiento de la Calidad de los Servicios de Salud y Medicina Prepagada» -ACESS-, to be able to perform the tRemaining time of APO at home, as long as there is a negative result.
