The National COE confirmed the new protocol for entry by air to Ecuador, where passengers who do not have a negative PCR test will not be able to board flights.
As part of the measures applied to the growth of reported cases, The Government of Ecuador published a new resolution that seeks to tighten controls for passengers traveling in international flights to the country, but ensuring the continuity of air transport, so essential for the economy.
In this way, the updated protocol 10 of January and that will enter into force from the day Wednesday 13 of January of 2021 at 00H00 indicates the following:
- Any person entering Ecuador must comply with the biosecurity measures established by the Ministry of Public Health (MSP), as they are:
- Mandatory use of mask.
- All passengers upon arrival at airports in Ecuador will go through a thermal sensor that will identify temperatures above 37.5°C..
- Frequent hand washing with soap and water or alcohol gel of at least 70%.
- Maintain physical distancing from 2 meters.
- Continuous cleaning of surfaces.
- Avoid participating in meetings of more than 10 people in closed places. In case it is necessary, the meeting must be with less than 10 people and ensuring the ventilation of the place.
- Any person who enters Ecuador through any point of entry (air, land and sea) must present obligatory a negative RT-PCR test performed up to ten (10) days before arrival in Ecuador.
- Without prejudice of the previous, upon entry into the country, a rapid antigen test will be randomly performed, which will be taken at the air entry points, sea and land. The taking of this test will be in charge of the MSP of Ecuador. In the event that the rapid antigen test is positive, the passenger becomes a patient and must carry out mandatory isolation for ten (10) days in the shelters assigned by the MSP for this purpose and comply with the provisions indicated by the health authority. In the event that the rapid antigen test is negative, the person should not carry out mandatory isolation.
- No type of exceptional case will be considered for passengers entering the country. For it, airlines that operate to Ecuador must verify at the point of origin that the passenger has a negative RT-PCR test prior to boarding. The airline that fails to comply with this provision will be penalized as established in the corresponding legislation..
- Passengers under the age of fourteen will be exempt from taking a rapid antigen test at the point of entry.
- Crew members will be exempt from performing an RT-PCR or antigen test.
- In the event that a passenger upon arrival in Ecuador presents symptoms related to COVID-19 (thermal boost, tos, general discomfort, loss of smell, loss of taste, and any other related to COVID-19), regardless of the result of the RT-PCR test, will be evaluated by MSP health personnel at the corresponding point of entry and a rapid antigen test will be mandatory.
- Passengers must fill out and sign, Prior to disembarking, the Passenger Health Affidavit, that must be delivered to the passenger by the airline, and that it will be presented to the health personnel of the MSP in the room established for this purpose at the point of entry.
- For full compliance with these requirements, the Ministry of Transportation and Public Works – MTOP, communicate the same to the airlines and shipping companies, stressing that all passengers must present the result of a negative RT-PCR test prior to boarding, Otherwise, boarding should not be allowed.; the Ministry of Tourism will do the same with the tourism sector; and, The Ministry of Foreign Affairs and Human Mobility will notify the Ecuadorian diplomatic and consular missions abroad, and foreign diplomatic and consular missions in the country.
