The entire KAC administration action has been declared void as of date 5 July 2021 for having breached procedures and times within the process:
With Presidential Resolution No.. 1287 Delegation is granted to a private initiative for the:
- Financing, maintenance of the operations area and the ground sector of the Manta Airport with the exception of the areas related to Air Traffic Control (ATC for its acronym in English).
Recently remodeled after a long wait after the earthquake in 2016 and with an investment of more than $24 millions, the Manta International Airport has a new terminal 5.000 square meter, new nine-story high control tower, parking for more than 130 vehicles, aircraft parking platform of more than 14.000 square meter, new access road and additional works that came into operation in February 2021 with passengers on the Quito route – Manta – Quito.
As part of the Manta Airport concession process, it began in the year 2017 when the first delegation arrived from Korea to evaluate investment possibilities in various airports in the country.
In this analysis, the airports managed by the General Directorate of Civil Aviation of Ecuador were reviewed., where the most interesting project due to its geographical position, location at sea level and a projection of passengers that has reached more than 300 thousand passengers per year, positioned Manta as the next airport to pass to private administration in the country.
Putting in context, on Ecuador airports of operation outside the DGAC are:
- Guayaquil – ONE
- Quito – Quiport
- Baltra – Ecogal
- Cuenca – CORPAC (Municipal)

The concession to the KAC is achieved based on Article 100 de COPCI que señala:
«…except in the case of state-owned companies from countries that are part of the international community, in which case the delegation may be made directly.".
Korea Airports Corporation
The initiative came from KAC for the administration, operation and maintenance of the air terminal, where its palmares and experience come hand in hand with being a Korean state-owned company that manages 14 airports such as Gimpo, Gimhae, Jeju, Daegu, Muan, Cheongju y Yangyang, for which per year more than 80 thousands of passengers.
At the moment it has not been reported when Korea Airports will begin the administration of the Manta Airport so that the concession of the fifth airport that enters this modality in the country enters into force..

what good news, I wish the same would be done with the other airports because it has been more than proven that the State is a lousy business administrator… But there will be no shortage of people who would rather see airports rot in oblivion than have them concessioned and generate economic benefits as developed countries do.
I totally agree.
State companies are not owned by any government to be exploited by third parties.
Hello Jorge, what company do you mean?
Necessary, a concession of a public good to know that the utilities are profitable, and, of benefit for the growth and economic development of the province of Manabi, of the aeronautical area, and the country in general?????
the information says: administration, operation and maintenance of the air terminal. It is understood that, It has nothing to do with the operational areas of the airport, and, the income it generates.????
What are the clauses of the concession contract??????
What are the annual yields in favor of the Ecuadorian State????
We could do a simple analysis of results, to know if it is convenient or not to hire these services.
Hello Jose, very good questions. What we have learned is that the State is not a good administrator in aeronautical and airport issues., so reaching that profitability requires being efficient and knowing what they are doing. I understand that civil aircraft operating income will go to KAC, while the rest to the DGAC as ATC operator of the terminal.
The clauses are not yet known, since it is not signed yet.
The issue of utility for the Ecuadorian state, I assume, will be known at the signing of the same.
Much success to the new Korean company
again does not have, rather, its guarantee is the experience of many years.
