The Latin American and Caribbean Air Transport Association – HIGH, called on governments to avoid overregulation and the implementation of taxes that curb the growing demand for air travel.

The airline industry faces constant threats that arise, principally, from public policy, who always seek in aviation to increase tax collection, to the detriment of aerial development and its proven benefits for local economies.

HIGH and an urgent call to governments

The Peruvian capital is the epicenter of the regional aeronautical debate. Of the 19 al 21 of November, Lima hosts the 21st edition of the ALTA AGM & Airline Leaders Forum 2025, a crucial summit where industry leaders discuss the future of air travel in Latin America and the Caribbean, with a central theme: the urgent need to avoid overregulation and the implementation of taxes that threaten to curb growing travel demand.

The Latin American and Caribbean Air Transport Association (HIGH) has been clear in its call: if we want to continue seeing socioeconomic growth driven by air connectivity, Governments in the region must refrain from imposing new charges and regulations that make the service more expensive and discourage travelers.. New Lima Airport: what not to do

A very close example is the implementation of the new Unified Airport Use Fee (BRING IT) for passengers on international connection at the Jorge Chávez International Airport in Lima. From 27 October, Travelers who make a stopover in Lima between two international flights must pay an additional amount (US$12.67 provisionally), a measure that has generated a strong reaction from the industry (including IATA and tourism unions).

Unions and airlines warn that this additional charge could make many passengers choose to make their connections through other, more competitive regional hubs., putting at risk the Lima position as a key node on the continent.

Rate increase in Chile and other pressures

Peru is not the only country with proposals for additional fees. On Chile, There is a proposal to increase the boarding fee by US$5 for international flights of more than 500 kilometres.

Airlines and tourism associations have expressed their rejection of these measures, arguing that they are a "direct tax on the passenger" that makes travel more expensive and goes against the promotion of air activity, key to tourism and economic development.

ALTA's position is clear: Spending efficiency and infrastructure solutions must be sought without resorting to the easy way of increasing costs for passengers, what, in the long run, reduces demand and growth potential for the entire region.
