In Quito, the new incentives for DGAC airports administered by this institution within Ecuadorian territory.
In order to streamline domestic and international operations, maximize the use of airports and consequently improve the income inherent to the aeronautical activity in the country, the General Directorate of Civil Aviation (DGAC) in coordination with the Ministry of Transport and Public Works (MTOP) impulsa officially launched the incentive plan for those airports that are managed by the state.
The so-called AeroPlan includes a discount for users in the Terminal Use Fee for International Services of 19,50 dollars to 14,00 dollars at the Cotopaxi and Manta airports.

The airlines that decide to operate from or to the air terminals managed by the DGAC will obtain benefits, during 3 years, in landing services, illumination, flight protection, parking lot (greater than 4 hours) and fee for terminal use.
Incentives will be applied at airports: the pear trees (st vincent), gral. Ulpiano Paez (Salinas), Amazon River (Shell), gral. Villamil, (Isla Isabela), San Cristobal ( Galapagos, operation subject to the provisions of the Organic Law of the Special Regime of Galapagos), Edmund Carvajal ( Macas), Francisco Orellana (Coca), Catamayo City (Store), Regional Santa Rosa (Santa Rosa), New Store (Sour Lake), Carlos Concha Torres (Esmeraldas), Jumandy (Again), International Cotopaxi (Latacunga) and gral. Eloy Alfaro (Manta).
Air operators must express their interest through a written communication addressed to the General Director of Civil Aviation, with which a negotiation commission will be formed that will provide the most convenient and competitive conditions to the airline to start its new operations.
The plan is a complement to the air terminals of Ecuador, which have modern and inclusive infrastructure., wide tracks, Radio Aids, free spaces for lease, rescue and firefighting service, modern pre-boarding rooms and ample vehicle parking.
These are part of the measures taken by the State to promote and recover the Ecuadorian air market, that from the 2017 is growing again.

I do not understand that will be the total rate when one travels abroad ?
They removed the ecodelta tax?
I just exchanged some tickets and only paid 119us for Ecuadorian rates
Ojo, it's just airport tax, the EcoDelta is a separate tax and these benefits apply only to airports managed by the DGAC indicated in this publication.
It means that only the airport tax that in Quito, which is 56.65 would pay 14 in Latacunga but add the other taxes that are 59.25 it only gives you savings 42.65.
I don't know how viable it would be to operate from Latacunga for an airline if the savings in rates is just that
