Ecuador has been the protagonist of an event of global reach for international civil aviation by becoming the State that deposited the instruments of ratification necessary to make possible the historic expansion of the Council of the International Civil Aviation Organization (OACI).

The documentation presented by the country represented the ratification number 128 required to activate amendments to articles 50 and 56 of the Convention of Chicago. This formal step allowed raising 36 a 40 available seats on the ICAO Council, setting a precedent in the organization's governance structure.

About, the Representative of Ecuador before the OACI, Chester Salazar del Pozo, highlighted the importance of this moment: «Ecuador not only occupies a seat on the ICAO Council, but it was the country that made this historic expansion possible. It is an example of our country's commitment to international civil aviation and a safer air system., equitable and sustainable for all nations.

A step towards greater representation

Last 12 June 2026, Ecuador consolidated itself as the number member state 128 in ratifying the amendments of 2016 to articles 50 (a) and 56 of the Convention on International Civil Aviation, reaching the necessary threshold for said modifications to come into force immediately.

With this action, both protocols have been effective, allowing for broader representation in ICAO technical and governance bodies.

What does this modification imply??

The changes in the structure of the ICAO represent a significant transformation in the decision-making of the sector:

  • ICAO Council: Expands your capacity 36 a 40 member states.
  • Air Navigation Commission: Increases its composition of 19 a 21 members.

This expansion will allow the integration of a greater number of States and experts, facilitating more diverse representation and strengthening the global cooperation necessary to ensure secure development, protected and sustainable air transport around the world.
