On 2022 and during the first three quarters of 2023, These expenses represented the 14% of the operating costs of Mexican airlines. With the proposed increase, would come to represent the 17%, assuming other operating costs remain stable.
This increase, according to HIGH, goes against the recommendations of the International Civil Aviation Organization (OACI), of which Mexico is a signatory state. The OACI encourages States to follow four basic principles in setting airport charges:
- Nondiscrimination
- Relationship with operating costs
- Transparency
- Consultation with users
