The Associations representing aviators in Colombia unite in support of the bill 153 from 2024 against disruptive passengers.
Reaffirming the importance and commitment to prioritizing the safety of crew members and passengers, the Union Organization of Aviators Avianca (WAIT), the Association of Aviators Latam Airlines Colombia (ADALAC) and PVA Copa Airlines Colombia expressed their support and celebrated the approval of the first debate of the bill 153 from 2024, which refers to the protection of workers in the aeronautical sector, against disruptive passenger behavior.
This future law, in addition to ensuring the safety of the personnel who are part of the sector, also seeks to prevent, sanction and repair the behavior of disruptive passengers, undisciplined or disruptive, which have become quite recurrent for several years.

“The approval of this first debate of the bill 153 from 2024 represents a significant step towards a safer and fairer environment, for all of us who work in the aeronautical industry. From our organization, We strongly support this initiative, since it recognizes the importance of protecting our crew members in the face of disruptive situations that affect their integrity and performance.. We will continue working, together with authorities and actors in the sector, to guarantee safe and decent working conditions.”, expressed Captain Gustavo Castro, president of ADALAC.
On the other hand, the bill is presented as a way to encourage a good flying culture, as a strategy to maintain decent conditions, that guarantee the safety of workers in the aeronautical sector and reinforce the standards and good practices of industry actors, as companies, regulatory authorities and passengers, while allowing airlines to have better tools to mitigate the risks associated with disruptive behavior.
Captain William Polanco, president of ODEAA, states that: “Airlines have been warning about the urgent need for stricter regulation against disruptive behavior on board.”, that affect both the operational safety and the integrity of aeronautical personnel and passengers. From ODEAA, we support progress on this bill, since it establishes a more solid legal framework to sanction these behaviors and strengthen the protection of those who are part of this key industry for the country”.
It is essential to improve the sanctioning framework
Between 2021 and 2022, were reported 205 complaints about violations committed by passengers, reflecting a worrying increase in this type of behavior. In response, The #ExemplaryPassenger campaign was launched to promote good behavior on board, but without modifying the regulations or effectively sanctioning these actions. This lack of forceful measures has left workers in the aeronautical sector exposed to situations of violence and harassment that affect their safety and dignity..
