Ecuador through the General Directorate of Civil Aviation – DGAC acquired new radars that will be located in Guayaquil and San Cristobal on Galapagos.

After a long process started during the 2021, the DGAC has completed the necessary acquisition of new radar surveillance systems for coverage of Ecuadorian airspace.

The objectives were the following: Renew the secondary radar systems of Guayaquil and San Cristobal (Galapagos), Every time
that the current systems have reached their useful life.

DGAC acquires new civil radars for Ecuador

The necessary renewal and replacement of equipment has been completed after an international public tender for the acquisition of this equipment that will allow radar coverage to be resumed in Galapagos (suspended months ago) and update systems to the latest airline technologies and regulations.

With a base budget of $5.969.001,50 of dollars, some of the minimum features (the list is extensive) that bidders were required to comply with are the following:

  • Full redundant MSSR Mode S secondary radar systems, includes ADS-B, for Guayaquil and San Cristóbal (Galapagos).
  • Test transponder (RADAR MODE-S + ADS-B 1090 ES) one (1) for Guayaquil, one (1) for San Cristobal (Galapagos).
  • Management systems, monitoring and control (local and remote) for Guayaquil and San Cristóbal (Galapagos).
  • Radio link (San Cristobal Station- Galapagos) frequently licensed
  • Measuring instrumentation for Mode S secondary radar and ADS-B.
  • Control position, surveillance data management and monitoring, for maintenance of the MSSR Mode S/ADS-B radar.
  • Spare parts recommended by the Supplier (lot that includes spare parts for the two radar and ADS-B systems of Guayaquil and San Cristóbal – Galapagos)
  • Among others…

Thus, The DAC received several technical and economic offers from various important companies dedicated to aeronautical systems, such as the cases of:

  • ELDIS Pardubice, s.r.o for $3.728.722
  • SPANISH SEA, S.A. for $3.728.722
  • MATRIX AVIATION INC. (INVAP) n/a
  • Indra Systems S.A for 4.455.265
  • Leonardo for $5.908.000

After technical qualification, legal and budgetary of the bidders, the Civil Aviation Directorate determined that the bidders ELDIS and Indra met the minimum requirements to continue with the contracting and final selection process between both companies.

Finally, After the analysis, the authority determined, that due to small differences in the experience of the technical staff and technical specifications of the product and services offered, The Technical Commission recommended that it be awarded to Indra Systems S.A the bidding process for goods and services abroad $4.455.265 of dollars (more of 1 million less than the base budget), which has an execution period of 365 days counted from the signing of the contract.

We will be updating this information as the installation process progresses and the necessary commissioning of all systems within the established deadlines that will help maintain the air safety in the airspace of Ecuador.
