The Cuenca Airport prepares for the XXIX Ibero-American Summit of Heads of State and Government that will bring an increase in demand and air traffic.

The Cuenca city prepares to receive world leaders and international delegations at the XXIX Ibero-American Summit of Heads of State and Government. This important event, that will be carried out 13 al 15 November 2024, will generate a significant increase in air traffic. Faced with this scenario, The General Directorate of Civil Aviation has implemented a special air traffic management plan with the objective of guaranteeing the safety and efficiency of all air operations during this period.

It should be noted that, nowadays, the Cuenca Mariscal La Mar Airport has 52 weekly frequencies to Quito and Guayaquil operated by Avianca Ecuador and LATAM Ecuador.

The challenge of managing a significant increase in Air Traffic during the Summit in Cuenca

The arrival of heads of state, presidents and their delegations, as well as private and corporate aviation aircraft, will generate a considerable increase in demand for airport services. To meet this challenge, the aeronautical authority in conjunction with CORPAC and operators have implemented a series of strategic measures, among which stand out:

  • Declaration of Mariscal La Mar Airport as a “coordinated airport”: This measure will allow stricter control of air operations, ensuring all safety and capacity requirements are met.
    • This measure will be in force from 1100 UTC del 11 from November until 0400 UTC del 16 November 2024.
  • All national or international flights, regular and non-regular flights bound for the airport of the City of Cuenca will be obliged to request the corresponding airport slot from the airport operator as of the publication of this AIC and at least 48 hours before your estimated time of operation.
  • Implementation of a ground delay program (GDP): The GDP will allow aircraft departures and arrivals to be spaced out, avoiding congestion at the airport and in the airspace of at least 10 minutes.
    • The separation will be 35 minutes between consecutive landings, when the first aircraft is the head of state and is followed by any other aircraft
  • Restrictions on flight routes: Specific routes will be established for aircraft that take off and land at the Cuenca airport, in order to optimize the flow of air traffic.
  • Mandatory airport slot request: All aircraft that wish to operate at the Cuenca airport must previously request a slot, which will allow better planning of operations.
  • Continuous monitoring of the situation: Aeronautical authorities will constantly monitor demand and system capacity, adjusting implemented measures as necessary.

The implementation of this special air traffic management plan will bring with it a series of benefits for both the aeronautical authorities, airlines and passengers. First, An optimal level of safety will be guaranteed in all air operations, thanks to the coordination and strict control of each flight. This results in a significant reduction in the risk of incidents and accidents..
